function:
the building function is to revive the tourists from the cruise port, show them the city and provide their needs by including different zones like mall, food court, information center, water taxi station, events hall, observation tower .
the issue of the project:
to have a building in a futuristic city which could attract tourists (as a landmark) so it could help in creating a new city like Al Alamein,
link between the city and the touristic promenade, finally the building related to its location site so it couldn't be in a different site it will never belong to it
